H abiendo dado la orden de investigar, se ha hallado que, en efecto, esa ciudad se ha rebelado en el pasado contra los reyes, y que aun entre ellos mismos se suscitan revueltas.

I have had men look through the books. And it has been found that the city has turned against kings in past times, and that plans against kings have been made in it.
