ب ِلا رُؤْيا مِنَ اللهِ يَجْمَحُ الشَّعْبَ، وَهَنيئاً لِمَنْ يَحْفَظُ تَعلِيمَ الشَّرِيعَةِ.

Where there is no revelation, the people cast off restraint; but one who keeps the law is blessed.
