他 们 随 时 审 判 百 姓 ， 有 难 断 的 案 件 就 呈 到 摩 西 那 里 ， 但 各 样 小 事 他 们 自 己 审 判 。

They judged the people at all times. They would bring the big troubles to Moses. But they would judge every small trouble themselves.
