Acts 21:40 ~ Acts 21:40

A nd when he had given him leave, Paul, standing on the stairs, beckoned with the hand unto the people; and when there was made a great silence, he spake unto them in the Hebrew language, saying,

The captain told Paul to speak. So Paul stood on the steps and held up his hand. When there was no more noise, he spoke to them in the language of the Jews.
