Numbers 35:12 ~ ﺍﻟﻌﺪﺩ 35:12

A nd the cities shall be unto you for refuge from the avenger, that the manslayer die not, until he stand before the congregation for judgment.

فَسَتَكُونُ مُدُناً يَلجأُ إلَيها القَاتِلُ مِنْ قَرِيبِ القَتِيلِ الَّذِي يُريدُ الأخذُ بِالثَّأرِ. وَهَكَذا لا يُقتَلُ القاتِلُ إلَى أنْ يَقِفَ أمامَ الشَّعبِ لِلمُحاكَمَةِ.
