B ut the person who does anything willfully and openly, whether he is native-born or a stranger, that one reproaches, reviles, and blasphemes the Lord, and that person shall be cut off from among his people.

But if a person born in the land or a stranger does anything wrong and means to do it, he is speaking against the Lord. That person must be cut off from among his people.
