D itën e trembëdhjetë të muajit të parë u thirrën sekretarët e mbretit dhe u redaktua një dekret, në bazë të të gjitha gjërave që kishte urdhëruar Hamani, për t’ua dërguar satrapëve të mbretit, qeveritarëve të çdo krahine dhe krerëve të çdo populli, çdo krahine sipas shkrimit të saj dhe çdo populli sipas gjuhës së tij. Dekreti u redaktua në emër të mbretit Asuero dhe u vulos me vulën e mbretit.
