P orque os magistrados não são motivo de temor para os que fazem o bem, mas para os que fazem o mal. Queres tu, pois, não temer a autoridade? Faze o bem, e terás louvor dela;

For rulers are not a terror to good works, but to evil. Do you want to be unafraid of the authority? Do what is good, and you will have praise from the same.
