A nd Jehovah addeth to appear in Shiloh, for Jehovah hath been revealed unto Samuel, in Shiloh, by the word of Jehovah.

Thus the LORD appeared again in Shiloh, for the LORD manifested himself to Samuel in Shiloh with the word of the LORD.
