t hen he said, `Lo, I come to do, O God, Thy will;' he doth take away the first that the second he may establish;

He then went on to say, Behold, I am, coming to do Your will. Thus He does away with and annuls the first (former) order so that He might inaugurate and establish the second (latter) order.
