Romans 13:2 ~ Romans 13:2

s o that he who is setting himself against the authority, against God's ordinance hath resisted; and those resisting, to themselves shall receive judgment.

The person who does not obey the leaders of the land is working against what God has done. Anyone who does that will be punished.
