H ow shall it be quiet, And Jehovah hath given a charge to it, Against Ashkelon, and against the sea shore? There hath He appointed it!'

How can it be quiet when the Lord has given it an assignment to discharge? Against Ashkelon and against the seashore He has appointed it.
