a nd the people are not discerning the noise of the shout of joy from the noise of the weeping of the people, for the people are shouting -- a great shout -- and the noise hath been heard unto a distance.

The people could not tell the difference between the sound of joy and the sound of crying. For the people called out with a loud voice, and the sound was heard far away.
