A nd the king of Asshur bringeth in from Babylon and from Cutha, and from Ava, and from Hamath, and Sepharvaim, and causeth to dwell in the cities of Samaria instead of the sons of Israel, and they possess Samaria, and dwell in its cities;

The king of Assyria brought people from Babylon, Cuthah, Avva, Hamath and Sephar-vaim. He had them live in the cities of Samaria in place of the people of Israel. So they took Samaria for their own, and lived in its cities.
