I t shall be the base of the kingdoms; neither shall it any more lift itself up above the nations: and I will diminish them, that they shall no more rule over the nations.

It will be the lowest of the kingdoms, and it will never again lift itself up above the nations. And I will make them so small that they will not rule over the nations.
