P orque los magistrados no están para infundir temor al que hace el bien, sino al malo. ¿Quieres, pues, no temer la autoridad? Haz lo bueno, y tendrás alabanza de ella;

For civil authorities are not a terror to good conduct, but to bad behavior. Would you have no dread of him who is in authority? Then do what is right and you will receive his approval and commendation.
