p or tanto, montes de Israel, oíd palabra de Jehová el Señor: Así ha dicho Jehová el Señor a los montes y a los collados, a los arroyos y a los valles, a las ruinas y asolamientos y a las ciudades desamparadas, que fueron puestas por botín y escarnio de las otras naciones alrededor;

So, mountains of Israel, hear the Word of the Lord God. This is what the Lord God says to the mountains, the hills, the valleys, the destroyed places and empty cities, which have been robbed and made fun of by the rest of the nations around them.
