P otrivit acestui decret, împăratul dădea iudeilor din fiecare cetate dreptul de a se aduna şi de a-şi apăra vieţile, de a nimici, de a ucide şi de a stârpi orice oştire, popor sau provincie care s-ar ridica împotriva lor, a copiilor şi a femeilor lor, ca să le prade averile.
