I f he will not listen to them, tell the trouble to the church. If he does not listen to the church, think of him as a person who is as bad as one who does not know God and a person who gathers taxes.

If he pays no attention to them, tell it to the church; and if he refuses to listen even to the church, let him be to you as a pagan and a tax collector.
