Leviticus 5:4 ~ Leviticus 5:4

I f a person without thinking swears he will do something, whether bad or good, any foolish promise a person may swear, when he learns about it, he will be guilty.

Or if any one swear, talking rashly with the lips, to do evil or to do good, in everything that a man shall say rashly with an oath, and it be hid from him, when he knoweth, then is he guilty in one of these.
