I f you see the oppression of the poor, and the violent perversion of justice and righteousness in a province, do not marvel at the matter; for high official watches over high official, and higher officials are over them.

(5: 7) Si tu vois dans une province le pauvre opprimé et la violation du droit et de la justice, ne t'en étonne point; car un homme élevé est placé sous la surveillance d'un autre plus élevé, et au-dessus d'eux il en est de plus élevés encore.
