T hese are the people of the province who came up from the captivity of the exiles whom Nebuchadnezzar the king of Babylon had carried away, and who returned to Jerusalem and Judah, each to his city,

These are the people who left the land of Babylon and returned to Jerusalem and Judah, each to his own city. Their families had been taken away to Babylon by Nebuchadnezzar the king of Babylon.
