R ichter und Amtleute sollst du dir setzen in allen deinen Toren, die dir der HERR, dein Gott, geben wird unter deinen Stämmen, daß sie das Volk richten mit rechtem Gericht.

Judges and officers shalt thou make thee in all thy gates, which the Lord thy God giveth thee, throughout thy tribes: and they shall judge the people with just judgment.
