Deuteronomy 13:15 ~ Deuteronomy 13:15

T hou shalt surely smite the inhabitants of that city with the edge of the sword, destroying it utterly, and all that is therein, and the cattle thereof, with the edge of the sword.

you must be sure to go against those of that city with the sword. Destroy all of it, all that is in it, and its cattle, with the sword.
