B ecause that he had been often bound with fetters and chains, and the chains had been plucked asunder by him, and the fetters broken in pieces: neither could any man tame him.

Many times he had been tied with chains on his feet. He had broken the chains as well as the irons from his hands and legs. No man was strong enough to keep him tied.
