A nd she had strong rods for the sceptres of them that bare rule, and her stature was exalted among the thick branches, and she appeared in her height with the multitude of her branches.

Its branches were strong enough to be made into sticks held by rulers to show their power. It grew as high as the clouds. Everyone saw how high it was and that it had many branches.
