Zechariah 2:4 ~ Zechariah 2:4

a nd said unto him, Run, speak to this young man, saying, Jerusalem shall be inhabited without walls for the multitude of men and beasts in the midst of her:

And he said to the second angel, Run, speak to this young man, saying, Jerusalem shall be inhabited and dwell as villages without walls, because of the multitude of people and livestock in it.
