w hen he gave to the sea his decree that the waters should not pass his commandment, when he appointed the foundations of the earth,

وَكُنتُ عِندَما وَضَعَ حُدُوداً لِلبَحْرِ، فَلا تَتَعَدّاها المِياهُ، وَكُنتُ عِندَما وَضَعَ أساساتِ الأرْضِ.
