T hese are those who spoke to Pharaoh, king of Egypt, to bring out the sons of Israel from Egypt: these are that Moses and Aaron.

They were the ones who spoke to Pharaoh king of Egypt about bringing the people of Israel out of Egypt. It was the same Moses and Aaron.
