ه َؤُلاءِ هُمُ الرِّجالُ الَّذِينَ وَقَعَ عَلَيهِمْ الاخْتِيارُ مِنْ وَسَطِ الشَّعبِ لِيَكُونُوا رُؤَساءَ قَبائِلِ آبائِهِمْ. إنَّهُمْ قادَةُ قَبائِلِ إسرائيلَ.

These were those chosen from the congregation, the leaders of their ancestral tribes, heads of thousands in Israel.
