ج َعَلْتَ النّاسَ كَسَمَكِ البَحْرِ، كَالمَخلُوقاتِ البَحرِيَّةِ الَّتِي لا قائِدَ لَها.

Why have You made men like the fish of the sea, like things which move along the ground that have no ruler?
