ف َأصدِرْ أيُّها المَلِكُ مَرسُوماً وَاختِمْهُ لِيَصِيرَ مِثلَ شَرِيعَةِ المادِيِّينَ وَالفُرْسِ الَّتِي لا تَتَغَيَّرُ.»
