ﺍﻟﺨﺮﻭﺝ 18:21 ~ Exodus 18:21

« لَكِنِ اخْتَرْ مِنَ الشَّعبِ رِجالاً شُرَفاءَ يَخافُونَ اللهَ، أُمَناءَ يَكرَهُونَ الرِّشوَةَ، فَتُعَيِّنَهُمْ عَلَى الشَّعبِ قادَةَ أُلُوفٍ وَمِئاتٍ وَخَماسِينَ وَعَشَراتٍ.

Moreover thou shalt consider out of all the people men of virtue, such as fear God, men of truth, hating covetousness, and place princes over them, of thousands, of hundreds, of fifties, and of tens.
