Deuteronomy 25:7 ~ Deuteronomy 25:7

B ut if the man like not to take his brother's wife, his brother's wife shall go up to the gate unto the elders, and say, My husband's brother refuseth to raise up unto his brother a name in Israel: he will not perform for me the duty of a husband's brother.

But the man might not want to take his brother’s wife. Then his brother’s wife should go to the leaders at the gate and say, ‘My husband’s brother will not make his brother’s name to be remembered in Israel. He is not willing to do the duty of a brother-in-law to me.’
