A nd he read in it before the open place that was before the water-gate from the morning until midday, in presence of the men and the women, and those that could understand. And the ears of all the people were to the book of the law.

He read from it in the open space by the Water Gate from early morning until noon. He read it in front of men and women and those who were able to understand and all the people listened to the book of the Law.
