B e it known therefore unto the king, that, if this city be built and the walls be completed, they will not pay tribute, tax, and toll, and in the end it will bring damage to the kings.

De aceea să ştie împăratul că, dacă cetatea aceasta va fi rezidită şi zidurile vor fi terminate, ei nu vor mai plăti nici tributul, nici darea şi nici taxa de trecere şi, prin urmare, vistieria imperială va avea de suferit.
