羅 馬 書 13:4 ~ Romans 13:4

因 为 他 是 神 的 用 人 ， 是 与 你 有 益 的 。 你 若 作 恶 ， 却 当 惧 怕 ； 因 为 他 不 是 空 空 的 佩 剑 ， 他 是 神 的 用 人 ， 是 伸 冤 的 ， 刑 罚 那 作 恶 的 。

For he is God’s minister to you for good. But if you do evil, be afraid; for he does not bear the sword in vain; for he is God’s minister, an avenger to execute wrath on him who practices evil.
