o r unto governors, as sent by him for vengeance on evil-doers and for praise to them that do well.

اخضَعُوا لِلمَلِكِ، الَّذِي هُوَ السُّلْطَةُ العُلْيا، وَلِلحُكّامِ الَّذِينَ يُرسِلُهُمْ لِمُعاقَبَةِ الأشرارِ، وَلِمَدْحِ فاعِلِي الخَيرِ.
