A nd the rest of the oil that is in the priest’s hand he shall pour upon the head of him who is to be cleansed and make atonement for him before the Lord.

The rest of the oil in the religious leader’s hand will be put on the head of the person to be made clean. So the religious leader will pay for the person’s sins before the Lord.
