W ho says of Cyrus, He is My shepherd (ruler), and he shall perform all My pleasure and fulfill all My purpose—even saying of Jerusalem, She shall be built, and of the temple, Your foundation shall be laid.

that calls Cyrus, my shepherd, and all that I desire, he shall fulfil, by saying to Jerusalem, Thou shalt be built and to the temple, Thy foundation shall be laid.
