t hat walk to go down into Egypt, and have not asked at my mouth; to strengthen themselves in the strength of Pharaoh, and to trust in the shadow of Egypt!

They go down to Egypt without asking Me. They want Pharaoh to keep them safe and they look for a safe place in the shadow of Egypt.
