T herefore shall Moab howl for Moab, every one shall howl: for the foundations of Kir-hareseth shall ye mourn; surely they are stricken.

So Moab will cry out. Everyone of Moab will cry out. You will cry for the dried-grape cakes of Kir-hareseth, as if you were in the worst trouble.
